Joanna's Law SB 989: First-Responder Training Video by Sacramento PD


The Sacramento Police Department, in collaboration with the Sacramento Family Justice Center, has produced a first-responder training video focusing on California's Senate Bill 989. This legislation mandates that law enforcement officers thoroughly investigate deaths suspected to be suicides, especially when there is a history of domestic violence.The training emphasizes the importance of recognizing "hidden homicides"—cases where perpetrators stage suicides to conceal their crimes.

Drawing from real-life cases, such as the tragic story of Joanna Hunter, the video educates first responders on identifying red flags that may indicate a death is not what it appears. These indicators include a history of domestic violence, the presence of coercive control, and inconsistencies at the death scene. By equipping officers with the knowledge to detect these signs, the training aims to prevent miscarriages of justice and ensure that victims receive the attention and justice they deserve.
